This expression comes from the fact that, in Holland, bankers had as a protective emblem, on the lock of their safe, a bronze frog; when the safe was fractured, the frog was moved. From there, eat the frog.

This name is somewhat pejorative. It designates all those overly believing people who spend a good part of their existence in devotions and in church.
It comes, of course, from these fonts placed at the entrance of churches, normally filled with holy water, and in which the faithful dip the tips of their fingers before making their sign of the cross when entering the place.
We can easily imagine that those who spend their time there, near the holy water font, are as comfortably installed there as the frogs in their pond.
But we also find in this expression an allusion to the futile chatter and gossip that these frogs generally exchange, just like those which croak tirelessly in their backwater.
