The word “competence” has several meanings:
1. Right: Legally recognized ability of a public authority to perform such and such an act under specific conditions (attribution, authority, power, quality).
Competence of a prefect, a mayor.
Case which is within the competence of the judge (resort).
Domain of a skill.
Specifically: Ability of a jurisdiction to hear a cause, to instruct and judge a trial.
